Почитав Непота, пришёл к выводу, что у слова «res publica» может быть два значения – «римское государство (или «государственное устройство»)», на что указывают варварские авторы, второе – дословное - «общественные дела». К Фоке не придирайтесь, а лучше посмотрите у Фредегара другие случаи употребления слова «res publica», когда не имеется в виду титулатура.
Теперь – доказательство (буду потихоньку анализировать Непота):
Vita Themist. I, 3
Quae contumelia non fregit eum, sed erexit. Nam cum iudicasset sine summa industria non posse eam exstingui, totum se dedidit rei publicae. Хоть в английском переводе и «state», перевести можно и как «he devoted himself wholly to public affairs», т.е. в данном случае «rei publicae» в дословном значении «общественные дела». Т.е. "он полностью посвятил себя общественным делам".

Здесь тоже «rei publicae» в дословном значении – общественные дела.
Alcib. IV, 6
Ibi, ut ipse praedicare consuerat, non adversus patriam, sed inimicos suos bellum gessit, qui eidem hostes essent civitati: nam cum intellegerent se plurimum prodesse posse rei publicae, ex ea eiecisse plusque irae suae quam utilitati communi paruisse. Здесь также можно перевести не как «to the republic», а как «to affairs of state» или как «to public affairs».

Думаю, в остальных биографиях Непота та же самая ситуация... Есть ли такие упоминания «res publica», которые никак кроме «государство» не переведёшь?
Например, "Афинская республика выступила против персидского царя", или "республика пала и установилась монархия" или "войска республики потерпели поражение" и т.д.
